HR won't update Veterans Preference on SF50

My veterans preference eligibility category changed a couple years after already entering the federal workforce from 5-point to 10-point/compensable/30%. However, HR is saying that "block 23 is based on your veteran's preference at the time of appointment" and it should not be updated. This appears to be untrue and it should be updated for RIF reasons.

OPM guidance clearly states that if your veterans preference changes after entrance on duty, box 23 should be updated on your SF50: Chapter 7: Documenting Veterans' Preference.

My supervisors have tried to lobby on my behalf, but not sure what my next steps should be or how to properly escalate this.
